Debug Access Denied

Running IIS 5.1 on local machine running XP Pro SP2
Trying to debug an ASP.NET app
Error: Unable to start debugging on the web server. Access is denied.

Is my problem with IIS?
How do I fix this?

Thanks,
Ron
