Now you're making me repeat myself. I told you that Windows Server 2003 has
much tighter security than XP, and that the ASP.Net user account and
permissions are different as well.

You don't activate it. You grant it the permissions it needs. First you have
to find out what it is. Second, you have to be an Administrator on the
server machine. Third, you set the permissions it needs in order to do what
it needs to do. Assuming that your network has a network administrator, why
not ask him/her to do it for you?
