ORA-12564 with Oracle Client

Hi everybody,
 
 I'm using Oracle client to connect to an Oracle database, and often I'm receving these error message when I have heavy load on my ASP.NET server.

System.Data.OracleClient.OracleException: ORA-12564: TNS:connection refused

 Does anyone knows whats going on?

 Does it exist a configuration on Oracle client to avoid these error?

 PS: I don't use connection pooling on this application.
