Map\SettingHotSpots\Colors

We are migrating an website to asp.net. One of the features of the
existing site is it has a map of the US that displays states in color
that have members. Also, the states with members get a hotspot
avtivated, so when the user clicks on the state another page will
display with all the members listed on it for that state. This is all
done at runtime, so as states gain and lose members the map stays
updated. What would be a good approach to accomplishing the same thing
using asp.net?
