Greetings Paul:
The message you receive is stating that the IIS task does not have access to
"C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files\communitystarterkit\4e5717a4\42c5ff4e
I downloaded and ran this on my machine.<I had to fight my way through SQL issues>
My folder ...Temporary ASP.NET Files\communitystarterkit\* folder have these NTFS rights assigned:
ASP.NET Machine account has all rights except Special Permissions
IIS_WPG (group account, including Network Service) has all rights except Special Permissions
Local Service has all rights except Special Permissions
Network Service (redundant) has all rights except Special Permissions
<local machine> Users has Read&Execute, List and Read Permissions
There were a few other entries that are unrelated to this problem, such as Admin accounts and such. All of my permissions were inherited from the
...\framework\v1.1.4322
node of the filesystem.
I suggest that you set file security permissions at this level on your machine for the ASP.NET, IIS_WPG (group), and Users (group) accounts. You can do
this with windows explorer by right clicking, picking properties, selecting Security and adding each name or group, while setting their permissions.

This is what I think, not necessarily what is accurate!

| ASP.NET is not authorized to access the requested resource. Consider
| granting access rights to the resource to the ASP.NET request identity.
| ASP.NET has a base process identity (typically {MACHINE}\ASPNET on IIS 5 or
| Network Service on IIS 6) that is used if the application is not
| impersonating. If the application is impersonating via <identity
| impersonate="true"/>, the identity will be the anonymous user (typically
| IUSR_MACHINENAME) or the authenticated request user.
|
| To grant ASP.NET write access to a file, right-click the file in Explorer,
