Windows 2003 and ASPNET user

On a Win 2k box, I can give ASPNET user permission to read, write on a
folder and everything's fine. On a Windows 2003 Server box, if ASPNET user
has the same permissions, i cannot write until i give the Users group write
permissions as well as ASPNET user.

What's going on here? Seems like the latter in Windows 2003 is LESS secure.
