PageView basic question

Tech-Archive recommends: Fix windows errors by optimizing your registry

By following the docs on how to add pageviews to multipage objects I see
that it can only be done by adding the html. Once I add a pageview in the
html I find that I cannot drag and position controls on it in vs2003. Does
this mean that everything has to be done in html? The placement of all
controls, etc? that woldn't be good.
