Scrollable CheckBoxList with <div> tag problems

I've been trying to use the standard solution to creating a scrollable listbox by utilizing the <div> tag. The problem is, if several elements are shorter than the length of the box, it simply sticks those two or more elements in a single row. Is there anyway to force one item per row or am I doing something horribly, horribly wrong?
