Rendering WML 1.1 and XHML through ASPX

I used .Net Framework 1.1 with Device Update 4.0, to render WML 1.1, most of
the new devices shows blank white page when we render the aspx page content.
It works fine only after we filter the same. I would like to know without any
custom filters, how we can force WML 1.1 on all new devices.

Also what is the steps to be followed for enabling XHTML on ASPX Panel.
