Not necessarily...
1) What is the name (not the IP address) of the machine on which the
instance of mySQL is running?
2) What client are you using to (try to) connect to it?
3) Are you trying to use one of the native .NET data providers, OleDb or
ODBC?
4) What is your mySQL Connection string?
