Label Custom Control With Multi Lingual

I would like to know,How to create Label Custom Control with Multi Lingual
Support with follow Properties
1.RightLeftAlignment Property
(Example - If you would have Chosen Arabic Language then it should show the
data from Left to Right.)
2.Justification Property
(Example - If u would choose Right Justification then cursor position should
be in Right side of the Control.)
Please give me out the solution,if any of u knows.
