BITS Downloader not downloading dlls or exes (Application Updater Block)

We are trying to get the application updater block working. We have
used it before and it worked fine. We are now revisiting the application we
tested this out on and now it does not work. Through research we have
discovered the BITS Downloader in attempting to download dlls and exes
(which it is supposed to) from the server but IIS returns a 404 error. We
have played around with certain file extensions and it downloads all other
files fine (xml, config, txt, ico, etc). We have made manifests of just the
working files types and the download and update just fine. We figured it
must be some security setting on the server, but have not found it. We
googled for a while and still turned up nothing. Any help would be
apprciated.

This job has been canceled, and the DownloaderManager will attempt it
again. If you see this error frequently, you may have a mis-configuration,
or another
administrator process/user is canceling BITS jobs.
It is also possible that some mis-configuration of the Manifest file is
causing BITS to have trouble with a source or destination path;
be sure that all SOURCE paths are valid URLs, and that all DESTINATION
paths are valid LOCAL UNC paths--__shares are not allowed__.
