Intall MMC 3.0 snap-in Exception

Dear All,
I try to run first sample exist in Windows Server 2003 SDK of MMC 3.0
( on Windwos Server 2003 R2 v 5.2 with MMC 3.0 )
1- I build the sample successfully without any problem
2- when i try to Run InstallUtil.exe to install the assembly i have
the following Error
An exception occurred during the Install phase.
System.IO.FileNotFoundException: Could not load file or assembly
'MMCFxCommon, V
ersion=3.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or
one of its
dependencies. The system cannot find the file specified.
The Rollback phase of the installation is beginning.
See the contents of the log file for the C:\Program Files\Microsoft
Platform SDK
for Windows Server 2003 R2\Samples\SysMgmt\MMC3.0\PersistenceSample
\bin\Debug\p
ersistencesample.dll assembly's progress.

So please i want to know what's the problem with this file MMCFxCommon
which is really exist in my system files ?
<< Note >> i try the same code in Widnows Vista and it installed
Successfully ?
