PerfOS_Processor: C-state times/percentages

This question is about:
Class: Win32_Perf{Formatted,Raw}Data_PerfOS_Processor
Property: C{1,2,3}TransitionsPerSec
The description states that it takes the "difference between the values
observed in the last two samples, divided by the duration of the sample
interval."
What are the "values observed" that this is referring to? Is it the C state
that the processor is in at a given moment? Is it something more complex?
Also, regarding the property: PercentC{1,2,3}Time:
How is this percentage calculated?

Also, how is the sampling interval determined? Does the system
automatically sample these values at a particular interval, set by some other
property?
