I got an official reply to my new thread which talks about the effect of the
winlogon Ctrl+Alt+Del screen (controlled by the DisableCAD registry entry in
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon).

It also references KB article Q816938 for Windows XP.
