Sorry I'm so late getting back here. Had some personal time out.
 It turns out I had two conditions that could produce the same error. I
solved both by chance and a hunch.
 Even with like local admin accounts being used on both Pcs the "permission
denied" error persisted. I got to wondering about my clean build test Pc.
So I tried a production clunker.... it worked. I had put SP2 on the test Pc
durring my battle, bad idea. I have now confirmed with a number of WMI
scripts, SP1 + SP2 do not mix well for WMI. Its not the SP2 soft firewall,
its off. I suspect its one of the recompiled (buffer overrun plugged) core
components in SP2. The SP2 white papers don't mention which.
