There can be lots of variables here. Typically, win98 needs "connect" level
authentication specified.
What tool/script/code/etc. are you using to try to connect and does it
specify connect-level authentication?

Some SPs made small changes in how this is negotiated - usually increasing
the default authentication level.
What SPs do you have on the machines?

Some domain wide changes were made in Win2003 server as well that may affect
this.
Are you connecting with domain users - if so what operating system is your
domain controller?
