MSN Messenger look alike window.

I want to display certain events to user without losing focus on the current
window user is working on.
I am thinking of implementing the small pop up window which is shown when a
user signs in MSN messenger. Some googling has led me to its name as Toaster
window.
I want to know if there are some APIs which can be used to display the
messages in similar fashion.
