Have you managed to send the sample project to me? Is your problem
resolved? Please feel free to feedback your status.
I have tried to give it a reproduce with your code snippet. However, it
works well on my side, so I will wait for your project for reproduce.

Additionally, I found the following setting in secpol.msc may restrict the
effect of "UIAccess", have you tried to disable it for testing purpose?
"User Account Control: Only elevate UIAccess applications that are
installed in secure locations"
The options are:
1. Enabled: An application will only launch with UIAccess integrity if it
resides in a secure location in the file system.
2. Disabled: An application will launch with UIAccess integrity even if it
does not reside in a secure location in the file system.
Default: Enabled
Secure locations are limited to the following directories:
- ...\Program Files\, including subdirectories
- ...\ Windows\system32\r- ...\Program Files (x86)\, including
subdirectories for 64 bit versions of Windows
