AppVerifier 3.0.0026 would not install on Win XP Pro SP2

Hi,
Three times I attempted to install AppVerifier 3.0.0026 on
Win XP Professional SP2, and the setup failed three times.
In the end it would always say:
"There is a problem with this Windows Installer package. A program run as
part of the setup did not finish as expected. Contact you support personnel
or package vendor."
OK would undo the install.
I was logged in locally as a user belonging to Administrators group.
Application Event log has records like this:

No files containing AppVerif in the name were found except few in the
Internet Cache.
In "C:\Documents and Settings\All Users" I did not find any names obviously
related to AppVerifier.
Some time ago I had problems uninstalling previous version of
AppVerifier (2.x, if I am not mistaken) from this PC.
The PC has Windows Installer v 3.1, .NET v. 1.1, and the latest security
patches.
What can I do to make AppVerifier work?
