Since I don't know Japanese, could you help answer a small question so that I can confirm the issue and report it to our
product team.
could you confirm if the filename can be displayed correctly in the explorer?

If yes, it seems that they shipped wrong version of taskmgr with Windows 2000 SP4 (Japanese version).
