Some remote sites are not connecting or flaky connection

One last thing and I'll be all done. Some of our remote sites that are
far away in remote locations like McMurdo in the Antartic (which uses
a VOIP connection to get to the mainland), Kwajelian in the West
Pacific, Antigua in the Caribean, Ascenscion in the South Atlantic,
and strangely enough Pillar point a few Kilometers north of us just
south of San Francisco are having various problems connecting. I've
tried forcing the baud rate to 2400 baud in the modem settings in the
Control Panel but TAPI seems to have a mind of its own and ignores
them. Does anybody have any ideas what to do? I've included the modem
logs for the different sites, plus one successful site (here at
Vandenberg) Our old software that runs in Windows 98 and is written in
Turbo pascal and Assembly is able to connect with all these sites.
