supports Data, Fax and Voice - I got it confirmed from Dell, the vendor of
the laptop. Re-installing the driver has helped.

sorry, I'm not familiar with that model, so I can't tell.
Where did you get the impression from that it is a voice modem?

You may want to try (re-)installing the latest drivers from the manufacturer.

If it is a voicem modem and correctly installed as such it should support
LINEMEDIAMODE_INTERCATIVEVOICE and _AUTOMATEDVOICE.
In addition it should support TAPI DeviceClasses wave/in and wave/out.

You can check both with MS TAPI Browser TB20 and/or with JulMar Enumtapi.exe,
a TAPI test tool that is available with open source (TAPI2, C++):

modem that supports voice in order to make this TAPI call?

That is definitely an alternative if the internal modem isn't a voice modem.
To chek whether the external is a voice modem, see above regarding MediaMode
and DeviceClass.
