New Tapi developer

Hi,
Im starting to develop an app that will get caller id from a panasonic pabx... and based on that, bring up certain client information.
Is there an emulator that can allow me to develop without having the pabx/telephone system.

Also, can i get any ideas on where to start... Im using vb.net.
