Mariam,
there is a general checkbox for this in
ControlPanel/PhoneAndModemOptions/DialingRules/Locations/Edit...
In addition for modems there is a checkbox in
ControlPanel/PhoneAndModemOptions/Modems/Properties/General or /Modem
depending on the OS.
