Please, no need to post the same message three times...
In answer to your question you first need to knwo if the analog lines you
use support transfers. Usually POTS lines form your CO do not unless you
have something line Centrex.
If the answer to the above is yes then yes, you should be ablw to do that.
Tapi certainly supports both blind and supervised transfers. The next thing
you need to knwo is does you modem device support doing them.

In our office we have five distinct telephone lines and five notebooks,
each line is connected to a standard RJ45 cable to each notebook that
has a standard 56K modem on board.
Is it possible to develop a software using TAPI 3 interface, that
installed on one of this notebook, works like a dispatcher to the
others line connected to the others notebooks? For example, the
software on the dispatcher-notebook detect an incoming call, then
select a line that is not busy and transfer the incoming call to this
line and, therefore, to its respective notebook connected.
