it would help to find out where the fax tone originates from.
There are basically three possibilites:

- an external fax device is connected to the phone line in parallel
- the Windows Fax service is configured and running
- a 3rd party fax application is installed and running

If you could check these, it would be easier to explain the
behaviour you are experiencing.
