I believe the high device count in the registry is from an unintentionaly stupid multiple driver installation session creating many modem installs. There is physicaly only one device in the system and only one key in the registry path.
I have tried to forcibly install the latest driver, however it has proven more troublesome than imagined as the machine is a Dell (in a physicaly remote location) and I cannot determine the device's manufacturer beyond the Conexant chip on it. The driver currently installed is the latest reference one from their site.
Thankyou and Grant for the suggestions though, I will continue to pursue the driver angle and try and get hold of the hardware for testing in different boxes.

Ian,
it seems that WS2k3 has been lead to the asumption that your modem is only a
data modem but not a voice modem.
Did you use the same modem.INF file for installation ?
You may want to re-install with the latest driver from the manufacturer.

You seem to have at least 3 modems installed (according to the registry path).
Correct?
Are you sure using the one you want?
