That is a bit clearer.
Aside from possible wrappers written using AT commands, no.
AT Commands for modems are the base interface. TAPI uses Unimodem to talk
to modems and Unimodem uses AT Commands. Bottom line, while TAPI may make
some things easier like handling modems from different manufacturers (where
Unimodem uses .INF files to tell it the subtle differences between AT
Commands) it doesn't actually let you do anything that the modem's AT
commands don't allow.
So, AT will give highest level of control at the expense of modem
independence.
