How to refresh the TSP provider after start the PC

I know the TSP providers are recognized when OS boots up. However, I am not
sure about what exactly happens there, i.e. is there any services initialize
the TSP provider?
And another question, is it possible to refresh the TSP providers while the
OS is operating? E.g. suppose a LAN has some TSP providers, you connect your
laptop to the net work after you turned on the laptop. normally, you need to
restart the laptop in order to see the available TSP providers. However, is
there a way to see those TSP providers without restarting the laptop?
