I just checked and it does only generate the call states blindly (like in
voice mode).

They shouldn't. I know from a few years ago when I did some testing, the CONNECTED state would only occur after the handshaking is done at the AT string CONNECT 14400 (or whatever) would appear.

Try setting the media mode in the lpCallParams in lineMakeCall. Also try looking at LINECALLINFO/LINECALLSTATUS to see what it thinks the media mode is.

That being said, there is no money in modems these days. Companies are no longer doing real development work on them and the quality seems to be slipping.
