Andreas,
the behaviour of your modem is really strange but I don't believe
that this is default behaviour.
It just came to my mind that our SMS sending component
relies on this mechanism. This component connects to the
dial-in ports provided by mobile providers via analog (or
ISDN) modem. After CONNECT, communication is done
via overlapped I/O. I remember while testing with a few
modems that the calls were always in CS_INPROGRESS
state until the handshake was completed and the connection
parameters (bandwidth) etc. were handled out. Before
this is done the modem even wouldn't be able to provide
a "comm/datamodem" handle because without a CONNECT
nothing can be transmitted.
