Manually installing a TSP?

Is there anything special that needs to be done in order to install a TSP
manually? I've got two TSP for Avaya IP Office (one support TAPI 2 the other
supports TAPI 3).

After running the OOTB installs both TSP's show up on the "Advanced" tab of
"Phone and Modem Properties" and I can retrieve info about both with a call
to lineGetProviderList(), but when I try to actually access them (using
lineInitializeEx(), lineNegotiateAPIVersion, and lineGetDevCaps()) it's as if
they don't exist.

I've run their respective installs multiple times with no luck. I've also
manually removed and readded them through "Phone and Modem Properties" with
no luck.

Is there something that I'm missing?

Thanks
Eric
