    I don't want to discourage you from generating a new forum, but...

    I don't see any need for an additional discussion forum.
    I regard this MS newsgroup as the single entry point for TAPI related
    discussions.
    This newsgroup is not only accessible via NNTP but also via web based
    interfaces.
    It it also archived at Google.

    FYI, there was already an attempt of implementing an additional / competitive
    Yahoo Group covering Telephony API but it disappeared fairly quickly -
    presumable due to lack of acceptance / contribution.

    Anyway, if you generate a new TAPI forum please post the link here for
    reference and will add it to my TAPI and TSPI FAQ.
