To do full duplex on Dialogic cards you need hardware that supports CSP
(Continuous Speech Processing) and the D21/H does not support that.

Look to the newer JCT series of cards like D41JCTLS to support CSP features.

I am also going to recommend that you not bother with Tapi. This is not
going to be a completely popular opinion in the group :) but the Dialogic
Native API is going to be much richer as far as features go. That and the
fact that as of SR 6.0 the Dialogic cards no longer support Tapi (There is
no TSP shipped in the system release now) should point you to Tapi.
