TAPI 3.0 app and NetMeeting compatibility

I am trying to write a TAPI 3.0 app that communicates using H323 with other
H323 voice apps. My program is able to communicate with the incomming and
outgoing examples in the SDK just fine but I am having problems communicating
with NetMeeting. It seems that only one out of every 3 30ms voice packets
are making it from my app to NetMeeting (this is looking at the sound card
output with a scope). Going from NetMeeting to my app is fine. Going from my
app to incomming is fine and going from outgoing to NetMeeting is fine.

What could be causing this packet loss?
