I'm thinking that since CID is delivered as DTMF and line polarity is
reversed during delivery (if BT is your telco), that perhaps the modem
ring detection circuitry may be the problem.
Open a direct connection to the comm port using Hyperterminal. Do you
see RING RING arriving in a timely manner or is there some odd
behavior observed?
