Any TAPI-compliant VoIP-gateway services on the market?

I have written an application that uses TAPI to do PC-to-Phone calls.
It's currently working on a bunch of computers that (over a WAN) have
Cisco CallManager acting as a gateway to the outside world. By
installing the Cisco TSP on a workstation, and a virtual CTI port on
the server, we can make the calls out.
I would love to be able to use this same application on other
computers that are not so lucky as to be hooked up to the Cisco stuff.
One solution would be to install a voice card. Apparently Dialogic &
Brooktrout make such cards. This solution requires a traditional
landline to actually make the calls.
I would much prefer to use a software-only approach. Since someone
somewhere has to connect the call to the PSTN I would expect to have
to pay a recurring monthly charge for the service, but ideally it
would be portable. So I could plug in my username&password on a
different computer and use the service from there.
i.e. What I'm looking for is the equivalent of a TAPI-interface to
something like Net2Phone or Vonage softphone. AFAIK, these aren't
TAPI-happy unfortunately.
Does anyone know of some such service that does TAPI?
Or some other solution that doesn't require hardware?
