thanks for your feedback.
Your are welcome.
If there is any app or service that is using TAPI (dependencies) and is
starting at boot time then TAPI is started at boot time too even if its
startmode isn't auto.
Besides RAS do you have ICF activated or Fax Services started automatically at
boot time?
Are these PCs telephony servers (start tapimgmt.msc and see properties of
PC_name)?
Check whether there is really no TAPI app active by means of TB20,
LINEDEVSTATUS.dwAppInfoOffset/Size.
There should be only TB20 present in LINEAPPINFO.
