Paul,
I tried the registration as standard user and as administrator. Both did not
work.
If I try it ad Administrator and start the program with elevated permissions
the registration is done, but the control is not loaded because the HKCU is
not used.
If I start the program again with the same user but not as administrator the
control is loaded.
So still the question is open why the registration as standard user is not
working. Is this disabled in vista?

I haven't used this, so I am not sure. However, I am guessing that the
Registry Virtualization feature of User Account Control (UAC) may be messing
with you.
Are you logging in as a standard user?
You could also try logging in as an administrator *and* using the "Run As
Administrator" menu item. This is just to help identify what is going on, I
realise that's not how you need it to work in the long run.

binaries.
Is overriding not possible any more in Windows Vista?
