Well, that documentation certainly qualifies as private. You
can get access to it if you start working for Microsoft.
If you are asking for pointers on creating a scripting engine
yourself, I suggest you read chapters 13-14 of "Inside OLE"
by Kraig Brockschmidt. That would give you the Automation
angle. That's why you are asking on this group I presume.
Otherswise a scripting engine is simply a language interpreter.
These are taught at universities.

First off, I realize this may not be completely on topic. But, I was
hoping one of the knowledgable people here could give me a pointer.
