Did you analized the member tod_timezone in structure TIME_OF_DAY_INFO?

From MSDN:

"tod_timezone
Specifies the time zone of the server. This value is calculated, in minutes,
from Greenwich Mean Time (GMT). For time zones west of Greenwich, the value
is positive; for time zones east of Greenwich, the value is negative. A
value of -1 indicates that the time zone is undefined. "

Here comes misunderstanding. What do you mean?

I can not understand, how using NTP to receive bias servers. I itself do
not
want to calculate bias, and want to receive value bias servers.
Calculations
bias for a concrete zone in rather complicated problem, I do not want to
write the code.

I have carefully studied report NTP, it seems to me, and have not found a
way to receive bias a server. As main NTP servers work in UTC. But on the
other hand servers under WIndows work in different time zones. And why it
is
impossible to receive from them bias using NTP to me not absolutely
clearly.
