Not generally, no. ARP is only designed to resolve addresses on the "local network". As soon as you insert a router for a higher level protocol (as opposed to a switch), you're segmenting the network.
Furthermore, there is no guarantee that the remote endpoint is even using Ethernet on its side of the link. For example they could be connected via a PPP link or something else that is completely unrelated to Ethernet.

ok, so I have tested the SendArp function but it stops at the gateway.
Tools from the internet
have the same problem.
Is there any way to get the remote MAC address (programmatically?).
Any pointers would be appreciated.
