Thanks for your response.
I received another responses from the product team. The API
EnumEveryConnection indeed need admin priviledge on Vista. They would like
to confirm with you the following suggestions:

Can you use GetAdaptersAddresses? It displays all network connections and
it does not require admin rights. With the information of this API you can
make relevant calls into Firewall APIs. There is no Firewall owned API for
enumerating network connections. EnumEveryConnection could provide the
required info too, but as you noticed it requires admin rights.

If you just want to know if Firewall is enabled, you can use Windows
Firewall API. Please refer to:
