That's why I'm asking this question. I see no difference using command
runas.
Both calls require a password.
By the way doest the statements "user without password" and "user with blank
password set" are the same ?

Could someone explain me meaning of /passwordreq option ? (net user
command)
For example if I create user and select /passwordreq:no - what is the
difference ?

What is the difference between user created with "yes" and "no" ?
