Hi,
Per my understanding, your application could control WLAN card without WZC;
however it failed to work for some WLAN card.
If I have misunderstood, please let me know.
I think that you may first check if the supported key length of your device
is the same as your request key length, since this issue seemed related to
WEP key.
Also, you may try uninstalling the WLAN card, restarting your computer and
reinstalling the WLAN card driver.
Note: Since this issue is device related and hard to be reproduced in our
newsgroup, if this issue persists, I recommend that you you contact
Microsoft Customer Support Services (CSS) via telephone so that a dedicated
Support Professional can assist you in a more efficient manner. Please be
advised that contacting phone support will be a charged call.
To obtain the phone numbers for specific technology request please take a
look at the web site listed below.

If you are outside the US please see http://support.microsoft.com for
regional support phone numbers.
If you have anyother questions or concerns, please feel free to let me know.
Best regards,
Charles Wang

most efficient resolution. The offering is not appropriate for situations
