RAS Filtering API and Firewall

Tech-Archive recommends: Fix windows errors by optimizing your registry

I am using RAS Filtering API, pfAddFiltersToInterface to write a small
Packet Filtering Application. My application works fine when there is
no external firewall. when there is an external firewall, the firewall
is disabling my rules. Any Idea of how to solve this problem
