Maybe I should provide you more clarity on the issue. The fact is that
this
machine connects to a set of other machines over 2 network cards. One set
of
machine connected over say NIC 1 is updated with microsoft's latest
patches,
whereas the second one is not. SO when both are connected, there seems a
possibility of virus flowing in and other hacking programs getting enough
time to activate. For thsi reason, the NIC 1 is made disabled when NIC 2
is
enabled. But if the user shuts down the m/c in this configuration, on
startup
he cannot log on to the NIC 1 domain. This is why we are activating NIC 1
before during shutdown. After restarting the m/c, the user can log on to
the
domain connected via NIC 1 and then work as required.

Your application or service prob will need to monitor the Windows
messages and keep track when the system starts to shut down itself. I
know some applications can prevent Windows from actually shutting down
if it sends a "BUSY" message, but I cannot say for sure.

One thing you can try is write an app that sends UDP packets to another
server when it receives the windows shutdown message, and then you can
monitor that up to the point windows terminates the network connections.
Keeping the application running is going to be the problem. Alternative
you can try pinging a machine busy with shutdown.

I'd say it would be impossible to activate a connection once window has
killed the network (which happens in my opinion after explorer has shut
down) unless you intervene with the shutdown procedure, which to me
kinda defeats the purpose of your project.

computer trying to close the connections itself, take a snapshot of the
network state before this and when booted, restores to this snapshot of
the
network state?
