As Arkady suggested, you can use devcon.exe (download from support.microsoft.com)
Then make shortcuts with command line parameters to enable or disable your adapter.
Using scripting of shell objects (invoke "Enable" or "Disable" verbs)
also is possible, but IMHO devcon.exe is simpler and more robust solution.

Some firewalls appear to allow that, but I don't
see it as an option in the WinXP sp2 windows
firewall.
