You can't do it on TCP as Michael and me wrote already. but with UDP only.
That you can do for any IP address ( this or different domain )

Now, what about my 2nd question regarding the requirement of being on
the same domain when sending a raw packet? Shouldn't this be irrelevant
to sender and receiver since we are sending data only on data link
layer? I think my confusion is somewhere else... possibly NICS disable
interfaces when DHCP does not return the proper IP address, so I have
to set it up manually. Is there a way to control my NICS purely from my
program?
